Mr. Parker was born in Los Angeles, California and received his B.A. in 1950 from Loyola University of Los Angeles, his Juris Doctorate in 1953 from the University of California at Los Angeles, and his LL.D. in 1975 from Southwestern University, Phi Delta Phi. He was admitted to the California State Bar in 1953 and was a Certified Specialist, Workers’ Compensation Law, California Board of Legal Specialization.

He was president and an instructor of law at Southwestern University from 1969 through 1975 and a past member of The San Bernardino and Los Angeles County Bar Associations; American Bar Association; Eastern Bar Association of Los Angeles County; Chairman, Workers’ Compensation and Employers’ Liability Law Committee, Section of Torts & Insurance Practice, American Bar Association, 1988–1989; Workers’ Compensation Advisory Commission, Board of Legal Specialization, State Bar of California, 1983–1986. He was presiding workers’ compensation judge, San Bernardino, 1995–1997.

Mr. Parker founded the firm in 1964 and incorporated the firm in 1977. He served as president from 1977-1994 and retired January 31, 1994. He was inducted into the CAAA Inland Empire Hall of Fame in October of 2014 for his excellence in the field workers' compensation. Mr. Parker passed away on April 5, 2017. 

Mr. Irwin was born in Hamilton, Ontario, Canada. Mr. Irwin received his B.A. in 1956 from Pasadena College, his Juris Doctorate from the University of Southern California in 1961, and his LL.D. from Point Loma Nazarene University in 1995. He was admitted to the State Bar of California in 1962, and is also admitted to practice before the United States Court of Appeals, Ninth Judicial Circuit and United States District Court, Southern District of California.

From 1962 to 1964, he was a deputy city attorney for the City of Los Angeles where he was assigned to the criminal division. His current memberships include The American Bar Association and the National Association of College and University Attorneys. He served as a judge pro tem for Pomona Municipal Court and Citrus Municipal Court and as an arbitrator, Los Angeles Superior Court. A former member of the Board of Trustees for Pasadena College (now Point Loma Nazarene University), he served as general counsel for the University as well as on the boards of various non-profit organizations.

Mr. Irwin practiced law with the Law Offices of Parker & Irwin from 1967-2017 and served as president of the firm from 1994-2000. He received an AV Preeminent Rating in the Martindale-Hubbell Attorney Directory. He was inducted into the CAAA Inland Empire Hall of Fame in October of 2018 for his excellence in the field workers' compensation. 

Mr. Hill was born in Los Angeles, California and joined the firm in 1982. He received his B.A. in 1972 from the University of Southern California, his Juris Doctorate in 1977 from Loyola University of Los Angeles, and was admitted to the State Bar of California in 1977. He was admitted to practice before the United States District Court, Central District of California on December 5, 1979, and admitted to practice before the United States District Court of Appeals, 9th Circuit on April 3, 1985. Additionally, Mr. Hill was deputized judge pro tempore, Workers’ Compensation Appeals Board on December 6, 1984.

Mr. Hill served on the Workers’ Compensation Reform Advisory Committee of U.S. Representative (then-State Senator) Joseph Baca. He is a Certified Specialist, Workers’ Compensation Law, The State Bar of California Board of Legal Specialization and a frequent speaker and contributor to the Employers Group and the Council on Education in Management. He is a member of the State Bar of California, San Bernardino County Bar Association and was a member of the California Workers’ Compensation Defense Attorney’s Association.

Mr. Hill practiced law with the Law Offices of Parker & Irwin from 1982-2013 and served as President of the firm from 2000-2012 and retired form our firm in 2013. He was sworn as a Workers’ Compensation Judge for the Riverside Workers' Compensation Appeals Board on January 3, 2014.
